當(dāng)?shù)貢r(shí)間2月26日至3月1日，第六屆聯(lián)合國(guó)環(huán)境大會(huì)在肯尼亞首都內(nèi)羅畢召開(kāi)，來(lái)自180多個(gè)聯(lián)合國(guó)會(huì)員國(guó)的數(shù)千名代表出席，共商多邊主義框架下的全球環(huán)境治理問(wèn)題。
“Firstly, I would like to share with you the beautiful scenery of Lijiang River（首先，我想和大家一起分享漓江的美麗風(fēng)景）……”在其間舉行的一場(chǎng)主題邊會(huì)上，應(yīng)邀參會(huì)的廣西壯族自治區(qū)生態(tài)環(huán)境廳廳長(zhǎng)陳亮，拿出了一張20元人民幣，用流利的英語(yǔ)介紹起來(lái)。
順著他的手指，可以看到這張紙幣背面的圖案：位于桂林漓江精華段興坪古鎮(zhèn)境內(nèi)元寶山處的“黃布倒影”景點(diǎn)，一位漁夫只身穿梭于山水之間，畫(huà)面唯美。
“在《阿凡達(dá)》《星球大戰(zhàn)》等好萊塢電影場(chǎng)景中都能找到漓江的身影?！薄盀榱烁玫乇Ｗo(hù)漓江，政府和個(gè)人都做出大量的工作，包括制定法規(guī)政策、建設(shè)海綿城市等。”陳亮以“保護(hù)漓江，延續(xù)地球之美”為主題，向與會(huì)代表分享了漓江水生態(tài)環(huán)境、生物多樣性保護(hù)和可持續(xù)綠色發(fā)展的實(shí)踐經(jīng)驗(yàn)。
“我們希望能在廣西，在桂林，在漓江招待大家?！惫鹆质懈笔虚L(zhǎng)龍杏華也率團(tuán)參會(huì)，通過(guò)立體展板、宣傳畫(huà)冊(cè)、文創(chuàng)產(chǎn)品等形式，進(jìn)一步對(duì)外推介漓江山水這張生態(tài)環(huán)境保護(hù)的“國(guó)際名片”。
本屆聯(lián)合國(guó)環(huán)境大會(huì)的主題為“采取有效、包容和可持續(xù)的多邊行動(dòng)，應(yīng)對(duì)氣候變化、生物多樣性喪失和污染”。近年來(lái)，中國(guó)在助力全球綠色轉(zhuǎn)型和減少碳排放方面發(fā)揮了巨大作用。
“舉目所及，肯尼亞道路上幾乎所有的電動(dòng)汽車(chē)都來(lái)自中國(guó)。其中還看到了五菱新能源車(chē)的身影，很親切。”一名隨團(tuán)與會(huì)的廣西代表說(shuō)。
一手抓生態(tài)環(huán)境保護(hù)，一手抓生態(tài)經(jīng)濟(jì)發(fā)展。廣西“綠色家底”殷實(shí)，從容自信走向世界。

Your excellency ministers,
Distinguished Guests, Friends,
Ladies and Gentlemen,
Jambo.
Firstly, I would like to share with you the beautiful scenery of Lijiang River, printed on the back of 20 Yuan. This is the symbol of Lijiang, and the stamps collection of Lijiang in your blue bags on your desk or under the desk.
Lijiang is located in Guilin, Guangxi, China, and famous for its rich biodiversity, being the largest and most beautiful karst landscape of the world. As described by Han Yu, the Tang Dynasty great poet, “The river flows like a green silk ribbon, while the hills are shaped like jade hairpins” .
Since the 1970s, over 200 heads of States and dignitaries as well as leaders of UN system, including former UN Secretary-General Javier Pérez de Cuéllar, visited and been amazed, which may be found in Hollywood movies like Avatar and Star Wars. Lijiang River is on “World Natural Heritage List”, etc.
To better preserve Lijiang River, especially the biodiversity, governmental and individual efforts have been made, including enacting laws, constructing sponge city. The Lijiang Ecological Environment Quality Report(2022) was unveiled for the first time, which shows an overall very good quality. The Index of the Lijiang Quality(2023) was promoted constantly and will be released on 25-April 2024, The day of Lijiang protection. NGOs and volunteers from home and abroad, such as a local man Yang Bolun, and Ian Hamilton, a famous South African architect, have also made years’ efforts in protecting Lijiang.
Now we are building Guilin into a world-class tourist city. Welcome to visit Lijiang, you will be impressed very very deeply. Finally, I believe the COP16 will get a big success as well as COP15.
